Making a Difference in Oral Health - Tonga

Tonga like many developing nations in the South Pacific generally faces difficulties in providing an acceptable level of oral health care to its population. With only 4% of the health budget allocated for oral health, managers often seek alternative sources of funding. Objectives: 1. Foster positive relationships with stakeholders in oral health 2. Undertake basic needs assessments and identify areas to develop in the dental health care system 3. Assist, teach and support by donating urgently needed dental equipment and materials. Methods: Creation of partnership evolved in 1996, between Rotary, the St John of God hospital in Ballarat and Vaiola hospital. A Needs Assessment was conducted, selection of a multidisciplinary team, and donation of dental supplies necessary for the provision of dental care. Results: Five key areas were the emphasis in improving the delivery of dental services to Tonga. Major structural outcomes include the upgrading of dental clinics and laboratory in all the main islands with a full range of dental equipment and a dental van necessary to provide clinical care. Strong cooperation between stakeholders, continuous supply of dental materials, a progressive fissure sealant program, infection control protocol, and staff training are key indicators of process evaluation. The outcome is reflected in the provision of service mix and technology to treat oral disease in Tonga. Conclusion: Health services in Tonga were struggling to provide dental care. Through partnership, access and provision of quality dental care are now available to control the level of oral diseases.
