“Anti Spitting Law” Hand-holding towards Banning Chewing Tobacco
Objectives: To identify various law implementing sectors which included anti spitting laws and linked them to tobacco menace. To identify best practices and barriers in implementation of this law. Methods: A thorough literature search was performed including various states in India and word spitting and the various gazette’s names were identified. These gazettes were the laid down laws. The content analysis of the laws were done and data were extracted on various sub-topic such as name of the law, year of implementation, implementation authority, monetary punishment, mandatory community service, evaluation of the law, any innovative technology used etc. A compilation of the various strategies were marked on a spot map and a detailed analysis was done. Results: The various law implementation sectors identified were the central government, state government, municipal corporation, metro rail corporation, Indian Railways, municipal rail corporation, police, etc . The best practices determined were monetary punishment, poster messages, use of CCTV camera, mandatory community service, suspending licenses, placement of God’s images on ceramic tiles and software tracking offenders. Also barriers identified were deeply seated cultural aspects, political interference, lack of defined implementation authority and lack of evaluation strategy. Conclusions: An existence of pan India law against spitting might not be effective in encountering the spitting menace, however, a) linking it more with the smokeless tobacco and areca nut health issues; b) a bottom up approach from unit levels such as schools, hospitals, government offices, etc. c) utilization of the best practices and identifying methods to curb barriers can further enhance effectiveness of the law.
This consolidated compilation can serve as a reference to stakeholders who wish to implement anti spitting laws and can facilitate the development of multifaceted, multilevel implementation plans that are tailored to local contexts.
